The time is a preferred time only and cannot be guaranteed.  The City of Tracy will do its best to accommodate the requests, but staffing levels and the number of inspections will dictate when the inspection will occur. 

On the day of a scheduled inspection, customers can call the City of Tracy at 209-831-6400 any time after 8:00 a.m.  The City of Tracy will then give you the assigned inspector’s name and cell phone number.  Customers can then contact the inspector to get an estimated timeframe as to when the inspector will arrive for the inspection.

Ok to insulate. At underfloor plumbing a drain from the shower, sink, and laundry collect into a 2" drain line and exit the front of the house next to the 4" main drain and is capped. The contractor explained he talked to the city of Tracy and they would allow them to install a alternative nonpotable reclaimed water system to catch grey water from these drains. Per the records no such confirmation or review of this system has been conducted. Connect drains to main drain and test, or provide a design from a registered designed professional who demonstrates competency to design the alternate water source system per section 1501.2 of the CPC. If alternate system is to be used, change the scope of work to include this plumbing modification. Also, provide a plan showing the design and specs for all equipment to be used. See chapter 15 of the California plumbing code for all requirements, testing, and inspections needed for this system. See section 1503.1.1 for clothes washer systems.
